About the CIO

David Villanueva was appointed Chief Information Officer (CIO) for Sacramento County and Director of the Office of Communications and Information Technology (OCIT) by the Board of Supervisors in July 2008.

The CIO directs and manages the County’s information technology strategic plan, policies and programs. Additionally, the CIO provides highly complex administrative guidance and direction to the Board of Supervisors, County Executive, agencies and departments regarding the County's overall information technology activities and infrastructure.

As director of OCIT, he has a staff of approximately 260 and oversees the overall activities and operations of the County’s central information technology office. This responsibility includes the oversight of the County’s regional public safety radio system, Internet and intranet portals and telephone system.

David previously was the CIO for the California State Department of General Services (DGS), and was employed there for 18 years. While CIO for DGS, he implemented a Departmental IT Strategic Plan, "Green IT" initiatives, customer service improvements, IT solutions and statewide initiatives. In addition to his technology career, he held fiscal management positions within the DGS, and took a lead role in implementing the department's first Enterprise Financial System.

David has a California State University, Sacramento Bachelors of Science Degree in Business Administration, concentrating in Accountancy, and recently completed their Leadership for the Government Executive program.

In July 2007, David was elected board member to the Yuba County Plumas Lake Elementary School District and will serve until December 2010.

Outside of his work, David enjoys RV camping with his wife and two young children.
